Joe Scotti serves as Senior Partner at CANARX Group Inc., where he oversees program benefit analysis and leads the organization’s sales and client service functions. Based in upstate New York, Joe plays a key role in supporting strategic decision‑making and advancing CANARX’s mission to deliver safe, cost‑effective international prescription solutions.
Joe joined CANARX in 2009 following an extensive tenure in public‑sector health benefits leadership. As Deputy Director of Health Benefits for New York State’s largest public‑sector union, he directed and negotiated health benefit programs on behalf of more than 1,200 local government municipalities and private‑sector employers. During this period, he was instrumental in the development of a Taft‑Hartley Welfare Fund, which incorporated the CANARX program and resulted in the establishment of New York State’s first CANARX initiative.
Earlier in his career, Joe held multiple leadership positions within UnitedHealthcare from 1989 to 2003. In these roles, he managed underwriting, actuarial operations, and reporting for the organization’s largest health care program and the nation’s third‑largest health plan at that time.
